    Description

      When reCAPTCHA is not configured (RECAPTCHA_PUBLIC_KEY and RECAPTCHA_PRIVATE_KEY), and the spam protection is enabled for the developer portal, this causes an Internal Server Error: https://issues.jboss.org/browse/THREESCALE-908

      The request is to not allow to enable the spam protection (e.g. disable the corresponding radio buttons and add a corresponding notice) in this case.
