When deploying to a 8.2 Teiid server or above, it is now possible to automatically generate a REST WAR for a VDB that contains a procedure that is "REST-enabled". The REST:URI and REST:METHOD properties must be set for the procedure and the "Generate REST WAR" property should be selected on the VDB Properties tab. This also allows for ad-hoc queries to be submitted via REST. See https://docs.jboss.org/author/display/TEIID/REST+Service+Through+VDB for details.

The only other option is to generate the war in Designer using the REST war generator.
