Need to add a MED to attach Translator Override properties to a source or view model

TEIIDDES-1262 involves changing the way we consume SOAP web services by assisting users in creating the required view procedures containing specialized SQL. One option that needs to get available in the wizard is to specify or set a "Translator" properties. In particular a "PAYLOAD/MESSAGE" value.

By adding this MED, we'll be able to attach Translator override properties to specific source and view models and when added to a VDB, these props can be injected into the TO props.

Teiid Documentation states: DefaultServiceMode The default service mode. For SOAP, MESSAGE mode indicates that the request will contain the entire SOAP envelope and not just the contents of the SOAP body.
values can be MESSAGE or PAYLOAD
