MED Schema Should Enforce Unique Extend Metaclass And Unique Property Definition IDs Within A Metaclass

The current MED schema does not produce a parsing error when duplicate metaclasses and duplicate property identifiers within a metaclass are found. The MED schema should enforce that there are no duplicate metaclasses and no duplicate property identifiers within a metaclass.
