Swagger metadata import does not account for undefined basePath

If the swagger document does not define the basepath you can end up with urls that contain null:

https://management.azure.comnull/providers/Microsoft.Cache/operations

Rather than the expected:

https://management.azure.com/providers/Microsoft.Cache/operations
