not null is not enforced for non-virtual system procedures

Just like with foreign physical procedures we assume that the non-null constraint is enforced at the data manager layer - however that logic doesn't exist for non-virtual system procedures. This leads to inconsistent behavior when using null literals and expressions that eventually evaluate to null.
