Convert community docs to confluence

Our confluence instance https://docs.jboss.org/author/dashboard.action and associated docbook import https://issues.jboss.org/browse/ORG-965 should be used to produce an online version of the docs. Export actions will need to be used in maven the produce distributable forms with our artifacts.
