Allow local service name for ServiceName parameter in SwitchYardTaskHandler

          Description

          This parameter must be a QName right now. We should also accept a local name and default the namespace to the application's namespace.

              With this change, if you specify a namespace in the bpmn, it uses that. If you don't, it defaults to the targetNamespace of the app.
