Move MavenResolutionFilters up to the API

    Description

      These are API-level constructs (or should be) which should be reviewed to determine what's acceptable to expose to the user vs. what's truly internal. Separate out as need be. And provide some common implementations as part of the API for easy use by users in "using(MavenResolutionStrategy)" calls.
