Forge shuts down when running it in Eclipse IDE on Windows

When trying to run mvn exec:java as an Eclipse launch configuration, forge shuts down automatically. The problem only appears on Windows and NOT on Linux or Mac.

This is the relevant output. Without any user input, the following occurs:

[forge-distribution] dist $
(Press CTRL-D again or type 'exit' to quit.)
[forge-distribution] dist $ exit
