Combined jar build does not merge faces-config.xml

          Description

          The combined build packages the faces-config.xml descriptor from the api, ignoring the one from the impl. However, the faces-config.xml from the impl contains all the activations needed for the module to function.

          The faces-config.xml descriptor should be properly merged.

              Note that for future reference the shade plugin can exclude resources from an artifact and can also merge resources.

              This problem may surface in other modules.
