Regression with ViewConfig where Security Rules are not respected anymore

          Description

          The ViewConfig is not respected after refactor to Solder 3.1.0.Beta3.

          The @Secures @<Rule> is not consolidated at all.

                There is a Test Case (SecurityRulesTest.tgz) attached to SEAMSECURITY-111 that demonstrates this regression.

                I'm not sure I fully understand SEAMFACES-210. Should an exception be thrown deployment time if @ViewConfig is added and no Seam Security libs are deployed?

                This issue was fixed for Solder and Seam Faces 3.1.0.Beta4.
