Using mavenwrapper

Using maven wrapper https://github.com/takari/maven-wrapper as a standard way to build inside our upstream projects. This will enable us to follow or make the users to use a specific compatible maven version and also make the user stay close to how start.spring.io generates the project

The minimum version should be 3.3.x for spring boot as well as for fabric8 maven plugin
