Service Task installation does not create wid file and image

Install this work item handler
https://gitlab.com/pam-issues/external-wih

1) settings-> service tasks administration -> upload the jar
2) in project settings -> service task install

Expected result:
1) wid file copied
2) pom dependency added
3) icon png copied in global

Nothing of the previous happens.

Tested even with a project created with archtype:

```
mvn archetype:generate -DarchetypeGroupId=org.jbpm -DarchetypeArtifactId=jbpm-workitems-archetype -DarchetypeVersion=7.26.0.Final -DgroupId=org.jbpm.contrib -DartifactId=custom-workitem -DclassPrefix=Custom -Dversion=7.26.0.Final
```
