Roles permissions are not persisted and reset

For user role I add exception for the Project page. Users with this role were used to test space/project/branch contributors settings. After testing configuration was still there.
When I login to BC again after a while (in first two cases it was after 1~2 hours, in third case it was after +12 hours) the exception for the project page was missing.

This configuration should be persisted as it is stored in .niogit and this is stored in OpenShift in persistent volume.
For the BC is used SSO for auth.

This issue I saw in two latest builds (2019-08-14 and 2019-08-21)
I added BC logs from the latest run.
