Several images fail content set testing

These images fail content set testing:
rhdm-7-rhdm72-decisioncentral-indexing-openshift-container-1.0-14
rhpam-7-rhpam72-smartrouter-openshift-container-1.0-8
rhpam-7-rhpam72-businesscentral-indexing-openshift-container-1.0-8

The reason seems to be unused content set "rhel-server-rhscl-7-rpms". I suppose it is unused because these images don't use EAP.
I suppose it should be enough to delete content set from appropriate content_sets.yml files.
