Backport optaplanner-persistence-jpa dependency bloat fix

      Description

      Please backport the fix [1] for depending on org.kie:kie-test-util with scope test, not compile.

      The backport will allow to exclude org.kie:kie-test-util from the product Maven repository which should fix RHDM-635.
