Propagate system properties to Arquillian tests

Currently, system properties set on command line and/or surefire configuration are not available within arquillian test methods (unless they're @RunAsClient annotated).
To solve this, we need a mechanism similar to what is shown at https://github.com/arquillian/arquillian-showcase/tree/master/extensions/systemproperties
