Default settings within web.xml for new sites should be editable

      People want to be able to preset the settings for any new website environment. This means setting debugging to 1/0, suppresswhitespace to 1/0, etc.
      These settings are stored in /web-inf/railo-web.xml.cfm, which is copied into any new web root.

      It seems that these web-inf files are copied from within a jar or class file? No template web.xml can be found anyway within the railo install dir.

      The feature request is to have this web.xml file (and any other per-web setting files) writable within the railo installation dir, so users can change the default behaviour of new sites.

      Another option is to programatically adjust the web.xml settings with those set in the server.xml file btw.
