      Description

There's a confusion regarding the "Enable debugging" found in the web admin under Development -> Debugging. This is specifically targeting the dropdown option that says "Server Properties" - I'm thinking that renaming that dropdown to "Server Default" would probably be a better option/wording and removing the ---'s from the text as well. Perhaps this is just me, but it comes across as if it's a label for the dropdown that people are all too familiar with.

      If I have the following:

      Server: Yes
Web: — Server Properties — <--- I'll admit this is so not clear. This should say "Server Default" and the ---'s should be removed.
Result: Debugging is enabled because global is yes.

      Server: Yes
      Web: Yes
Result: Debugging is enabled because local is yes.

      Server: No
      Web: Yes
Result: Debugging is enabled because local is yes.

      Server: No
Web: — Server Properties — <--- I'll admit this is so not clear. This should say "Server Default" and the ---'s should be removed.
Result: Debugging is disabled because global is no.

      Server: Yes
      Web: No
Result: Debugging is disabled because local is no.

      Server: No
      Web: No
Result: Debugging is disabled because local is no.
