Create picketlink-deltaspike module

PicketLink needs a new module and library to provide some common and useful extensions to Apache DeltaSpike.

Today, there are a lot of common and duplicated code and solution spread among our different use cases. Most of this code is related with authorization, providing some features like:

• Security Binding Annotations to protected methods and beans based on roles, groups and permissions.

Also, given some issues regarding DeltaSpike productization in EAP, PicketLink can not provide those functionalities OOTB in its Base module. The purpose of this module to provide a temporary repository for all those common funcionalities and merge them in the future in Base once DeltaSpike is supported by EAP.

That said, it is important to highlight that most of the code provided by this module should be merged into Base module in the future.
