PicketLink STS and PDP endpoints are always initialized when deploying the federation jar inside the deployment

When the federation jar is deployed inside a deployment (eg.: WEB-INF/lib) the PicketLink STS and PDP are always initialized, forcing the deployment to provide some additional configuration in order to get those endpoints properly loaded and the deployment successfully deployed.
