Update watch to support new watch api

The watch API is changing to allow a single websocket connection to be opened to watch resources for multiple namespaces. The work is targeted for OpenShift 3.5 and being tracked here: https://trello.com/c/tgRr33SB

We should plan to offer an alternative capability that consumes the new API and propegate the changes to JBT accordingly. This will mitigate the potential issue we have now where a user could have many projects and open many, many watches
