Add ability to process a template

Add a service that takes a template and processes it. The result should be a list of resources that can be created. Consider implementing a singular call:

1. processes the template
2. posts the returned resources
3. returns a map of the results back to the caller.

Currently this is a multi-step operation where the template needs to be processed first and then the resources need to be individually created.
