f8-arq env.dependencies aren't being created

    Description

      With fabric8-arquillian:jar:2.2.170.fuse-000011, having

      <arquillian xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance"
                        xmlns="http://jboss.org/schema/arquillian"
                        xsi:schemaLocation="http://jboss.org/schema/arquillian
               http://jboss.org/schema/arquillian/arquillian_1_0.xsd">
        <extension qualifier="kubernetes">
                <property name="env.dependencies">file:src/test/resources/service.json</property>
        </extension>
</arquillian>

      I can see the line in the logs

      Found dependency: file:src/test/resources/service.json

      but the service in the json file doesn't seem to be created.
