Install Crucible

Hello,

I would request that the jboss.org team investigate and install a
distributed code review tool to the JBoss.org infrastructure. The one
that would be the best fit for our existing infrastructure would be
Crucible by atlassian [1]. We are already using jira and fisheye from
atlassian and crucible is meant to integrate with them. Also
atlassian provides open source licenses which would mean our cost
could be negligible or free. I believe JBoss.org already has an open
source license for fisheye and so we have a precedence to work from.

There are many projects that are interested in this type of technology
and would benefit from it. Especially given the distributed nature
and growing size of both JBoss employees and communities.
