DCP sys_created issues with Buzz Feed

This issue is related to DEVELOPER-1314.

I noticed that when the Buzz information is populated on the first page that it renders the information received from DCP. The example on DEVELOPER-1314 shows an example where the sort seems to be off; however, it is an issue at the DCP level. The time conversion that is done lists everything in UTC. On occasion, "sys_created" will show a time in the future instead of reflecting the actual time that it was created in the UTC timezone. This is an intermittent issue so I don't have the DCP json which displays incorrect time.
