New user verification by human

At the moment posts from new accounts are throttled this helps limit spam coming from new accounts but hinders new genuine users who probably have lots of questions and want to get involved with the community.

A couple of ideas to approve this: -
Identify a group of users that can visit an account and click on something like "This user is genuine" - where we get a user in IRC complaining their posts are throttled someone can unlock them if they believe they are genuine.

As I type this another idea is reduce the throttling slightly but introduce a captcha on every new post whilst throttled - at least keeps the site usable if a little inconvenient - the "This user is genuine" link can still be clicked to relax the throttle sooner.
