Add Feed Filter

Currently filtering on feed is based on special tag "feed_name_(feed-code)". It would be better to have special filter input box on homepage with autocomplete like Projects has.

This would require:

1. Create REST API for feeds (get all feeds, and autocompletion)
2. Move over tag "feed_name_*" from Tags filter to Feeds filter.
