Unregistered users are not redirected back to download manager

Sameer experienced something where when he clicked on the download, he was brought to 'fill out his profile', and then dumped at community.jboss.org without the download starting. After that process, when he clicked the link again it did bring him right to the Developer Ts&Cs page. I did not experience this, it brought me right to developer Ts&Cs. Any ideas on why this happened (and can we prevent the fill out your profile action)?
