Bookmarks containing SPAM pollutes tags and doesn't contain user who created it

Here's a hole that we can't do anything about:

Even if you remove the user and delete the bookmark, it's still there (though maybe not visible to everyone, just some), and it pollutes the tag namespace permanently. Also since they don't disappear from search after being deleted, we can't use this list to effectively deal with them.
