Merge CAMEL-4954 fix to Fuse 2.9.x-fuse branch to fix issue of non-working "%" sign in endpoint uri

The Apache JIRA https://issues.apache.org/jira/browse/CAMEL-4954 has been fixed on Apache Camel 2.9.1 and we need to merge the fix back to Fuse branch to fix the issue of non-working "%" sign in endpoint URI.
