Let end user to control whether .index suffixed file is generated for specific module

JBoss Modules allows the usage of a system property to disable writing out .index suffixed file. But it's at the system level which means that it isn't applied per module. Suppose a module only contains some ordinary files, not jars, It would be better not to generate .index suffixed file for this module.
