Create Repository-backed Module Loader implementation

Introduce a mechanism by which we may load modules from a local repository; where module resources are missing from this repository, allow them to be fetched from a (possibly remote) URL-accessible repository root.

This may allow us to keep a slim boot profile for larger projects including the JBoss Application Server, fetching modules on-demand and caching them locally for future use.
