Modify Teiid Sequencer to support dynamic vdbs

Extend the functionality of the Teiid Sequencer to support the sequencing of xml based dynamics vdbs. This would involve breaking out the functionality already used for the processing of container vdb manifests and allowing a sequencer to process xml files containing this syntax directly.
