Changing predefined workspaces between restarts should add new workspaces

When a persistent repository first starts up, it persists meta-information related to its current predefined workspaces. Therefore, if one changes those workspaces between restarts, new workspaces are never added.

We should update the code so that new workspaces are always added, but existing ones are never removed (if they are removed from the predefined list)
