Create separate GitHub repository for qualification (e.g., "smoke") tests

We should create a separate GitHub repository where we can create tests that we'd use to "qualify" a configuration and environment. For example, we could have lots of configuration files and use a -D setting to choose which one to run. (If we wanted to abstract the database configurations, we could even have a single "database" configuration file that injected Maven properties into the connection info, so we could specify the database connection info on the command line.)

Perhaps we call it modeshape-qualification, along the same lines as modeshape-examples and modeshape-performance.
