Make it easier to use programmatically configured Infinispan caches

It should be easier to create a RepositoryConfiguration that can use a programmatically configured Infinispan caches (via the Environment). Specifically, LocalEnvironment should provide methods for registering the configuration for named caches as well as global configurations.
