Change all 'JOPR' references in documentation and code to 'RHQ'

The 'JOPR' project has been renamed (or remerged) with the 'RHQ' project. Because the 'JOPR' name is dead, we need to change all of the places where this appears in our JavaDoc and other documentation (including release notes).
