Advertise not configured error message in log is actually a warning

When mod_cluster is started with no advertise directives, then the log contains: [error] mod_advertise: ServerAdvertise Address or Port not defined, Advertise disabled!!!

Actually, this should be a warning, as it is expected behaviour and including the directive is optional.
