Jaeger Agent is colliding ports on Multi-Tenancy Deployment.

• Install an Amazon cluster with Openshift 4.1.rc.5 (https://mirror.openshift.com/pub/openshift-v4/clients/ocp/4.1.0-rc.5/)

• Deploy Istio Operator with 0.11.0 from https://hub.docker.com/r/maistra/istio-operator-ubi8

• Deploy first Control Plane on istio-system with https://github.com/Maistra/istio-operator/blob/maistra-0.11/deploy/examples/maistra_v1_servicemeshcontrolplane_cr_basic.yaml

• Deploy a Second Control Plane on istio-system2 using the same cr as istio-system.

Jaeger agent pods are going to be unscheduled because of port collision.
