isLoggable(Level) always returning true

...due to an if (true) return true; added for debug purposes some unknown time ago.

With the fix, the server starts up marginally (a matter of ms) faster with --log=log4j and much faster (7 seconds) with --log=jdk. On my system, this change makes --log=jdk actually a smidge faster than --log=log4j.
