Upgrade Kogito Runtimes to Quarkus 0.21.1

    Description

      With the new release of Quarkus (0.21.1) and the improvements on GraalVM 19.1 it's a good time to have our dependencies upgraded as well:

      1. Review the release notes for architecture/design changes on Quarkus
      2. Review their dependencies against ours to not have duplications/incoherences
      3. Quarkus now supports Jackson. Consider using it for REST generation so we can align Quarkus and Springboot with the same libraries for JSON support
