Make reduced permissions work with Kubernetes

      Description

      Currently we can run Kiali with out cluster level permissions on OpenShift. This is because OpenShift allows us to query a list of namespaces that the current user has access to. We use the 'projects' api endpoint to do this.

      We do not support running with reduced permissions in Kubernetes because there doesn't appear to be a way to get similar functionality.

      If we can figure out how to do this, we should update Kiali to also support running with reduced permissions on Kubernetes.
