In the Admin Console, set the OTP Type to "Counter Based"

Go to a user's OTP Authenticator configuration page either the one in the Account Console or on the login page (using Required Actions)

Click "Unable to scan?" below the QR

In the 3rd step, TOTP's "Interval" is displayed instead of "Initial Counter"
("Type" is correctly stated as "Counter-based")
