CORS headers missing from admin rest endpoints

            Description

            In 3.4.1 when performing an OPTIONS request to any of the admin rest endpoints (e.g /admin/realms/master/users) no CORS headers are returned.

            In 3.4.0 performing the same request CORS headers are returned. Is this a regression introduced into 3.4.1?
