Throw a AvailabilityException for queries if the cache is in DEGRADED_MODE because of possible inconsistent Index

      Description

      If a cache with partition handling enabled and not in ALLOW_READ_WRITES this mean it will enter degraded mode and the index can be inconsistent.
      Also entries listed in index might not be available.
      Therefore a query should throw an AvailabilityException.
