Remove unneeded licenses from licenses.xml

the license.xml files are here https://github.com/infinispan/jdg-packaging/tree/jdg-7.2.x/src/main/resources/licenses
the task is to remove licenses for dependencies that are not compile time (i.e provided, runtime)
you can run dependency:tree on the server and related components to find out, or check Jenkins job logs here https://jdg-productization-jenkins.rhev-ci-vms.eng.rdu2.redhat.com/view/7.2.x/ which execute the dependency:tree with compile scope only
