Build PolicyAttachmentStore when the first @PolicySets annotation is found

Currently the PolicyAttachmentStore is built the first time a WS deployment is processed. We should actually do that only if the deployment contains @PolicySets annotated classes, that is the first time a deployment actually needing the store is processed.
