Default enable WS-Policy engine when Spring is not used

    Description

      We need to evaluate enabling WS-Policy engine (together with all the components it requires) when building up the Bus through the JBWSNonSpringBusFactory (iow when Spring is not available). Theoretically, we should be able to produce a completely policy driven usecase, no spring configuration file involved, for some WS-* techs (RM is a good candidate).
